This hat is based off of the Mad Hatter's hat from Alice in Wonderland with Johnny Depp :)

I suppose you could also say this looks like a Necromancer's Death Bowler or a Necromancer's Skin Helmet - except that this is a purely ceremonial hat and is often frowned upon at parties.
